Remove the wheel, remove the caliper. If it does not just pull off, then you might have to bang it with a hammer. Could be rust or could be the parking brake is a little tight. The parking brake runs in the inside of the rotor. You could spray some Wd-40 around the seams, ( hub ) might help.
