You have to scare it away by turning the lighthouse light to the left.
Catch the photo that is blowing in the wind near the lighthouse. Swap it for diving gear at the Say Cheese photo shop. Dive at Puffin Point for Cap'n Salty's lost lobster trap. He will give you a lobster and the keys to his jet ski. Climb up the lighthouse and use the lobster to turn the light. Now you can fix the bell with the clapper from the secret room in the school.
