You will have to open the second door in the back of the van. Once it is open you will see a small wing nut, unscrew it and pull the piece of metal it was holding out (doing so will unblock a small round hole right above the bumper. Open the side panel that holds the jack and its turning rod remove the rod and stick it in the hole slowly turn until you feel it fall into place. now turn the rod clockwise this will lower the tire. when the tire is on the ground keep turning until you get enough slack to remove the bar holding the tire in place.
Actually, on my '97 Econoline, the rod has to be turned COUNTER-clockwise to lower the tire, and obviously, clockwise to raise it.
You might find a stock tire jack for a Ford Econoline 150 van on Amazon or Ebay, or you could buy a non-stock jack that might actually be better than the stock jack at an auto parts store.
