If you have platinum and live in England the current wi-fi event (Untill 25th march 2010) is the pikachu coloured pichu. Trade this over to heart gold/soul silver and then you can find it. Hope this helps!

You can receive the Notched/Spikey Eared Pichu from Ilex Forest. Just move the Pikachu Coloured Pichu to the top of your party (so you see it out of battle) and go and press A on Celebi's shrine. Then the special Pichu will come and join your party. If I remember correctly, you need an empty slot in your party.

In February Gamestop had a promotion where you could bring your copy of Pokemon D/P/P and download a special "Pikachu Colored Pichu" (just a shiny pichu technically). If you traded the Shiny pichu to HG/SS and went to the Ilex Forest shrine with him has the lead Pokemon in your party it activated an event where Spikey eared Pichu appears from behind the shrine and joins your party if you have an open spot (if your party is full he will wait for you to come back with an open slot.)
