In February GameStop had a promotion where you could bring your copy of Pokemon D/P/P and download a special "Pikachu Colored Pichu" (just a shiny pichu technically). If you traded the Shiny pichu to HG/SS and went to the Ilex Forest shrine with him has the lead Pokemon in your party it activated an event where Spikey eared Pichu appears from behind the shrine and joins your party if you have an open spot (if your party is full he will wait for you to come back with an open slot.)

If you have platinum and live in England the current wi-fi event (Untill 25th march 2010) is the pikachu coloured pichu. Trade this over to heart gold/soul silver and then you can find it. Hope this helps!

How do you catch Celebi in Pokemon Heart Gold?
You need the Spikey Eared Pichu from an event. You then need to take it to the Ilex forest shrine, Celebi will then appear and transport you to the past where there is a short story to follow.However, I'm not sure if you can catch Celebi at the end of this.You might want to try the Global Trade Station
