For the spinning skull you must complete all prestige challenges. For a complete list of titles and emblems and how to acquire them go to http://callofduty.wikia.com/wiki/Callsigns. Yes this is all right but the one thing everyone doesnt know is you cant be tenth prestige! once you do everything then go to tenth!!!!!!!!!!!!
In my opinion, it is impossible to get the spinning skull emblem without hacking it. I don't even think it is worth getting since Black Ops comes out in 3 days. ( 11/6/10 ). But from what I have read from forums, to get the emblem you must complete ALL prestige challenges on 10 prestige, that means weapon challenges too.. Then again, it may be a emblem trap so IW knows who to ban from getting it..
