There is no way to purchase a Timer Ball in Silver. You'd have to give it to a Poke'mon in Diamond, Pearl, or Platinum and trade it over. However, it may be obtainable through dowsing on the Poke'walker like the Dive Ball is. No guarantee on that, though.
