It could be ( if i'am right ) you were doing a brake job.your brakes are open and on the brake drum.You are going to have to relieve the pressure by openning the bleeder valve on that wheel so your brakes can close.

If you are trying to put the spare tire on , put ( 1 ) of the wheel nuts back on
LOOSELY ( so when the wheel comes off it doesn't roll away ) and try " mule
kicking " around the tire until the wheel comes loose
* I call it mule kicking when you face away from the tire and kick with the heel of your foot
