After first tower on the level "the Covenant" you get in a hornet. As you are flying to the third tower there is an island. To the right of the island is the second tower. Land on the second tower and go up the big ramp. The skull is at the end of the ramp. This tower also gives you access to a terminal which counts towards the acbheivement "Marathon Man". It is in the entrance by the dead elites.
