You go into the Silph Co. building and fight off Rocket Grunts, Scientists and even a Juggler. On floor 5, you find a Rocket Grunt blocking your passage, along with a teleport-pad, located to the bottom LEFT of the floor. Defeat the Grunt, then step on the pad to enter the 9th floor, then get off the pad and back on it to get back to the 5th floor. Now you just go one step down and to the right where you'll find a Pokéball containing the Key Card!
Go Back to to the to the left and use the Key Card to get into the room to the left of the Rocket Grunt you just defeated and stand on the pad there to get to the 3th floor. Run to the right, then up, then turn left at the door. Open it with the Key Card and stand on the pad in the room. You'll get to the 7th floor and get in a fight with you Rival. Defeat him, get a free Pokémon from the Silph Co. employer standing next to you, then get on the pad in the bottom of the room to get to the 11th floor. Run down, defeat a Rocket Grunt, then open the door with the Key Card, defeat the boss and talk to the President of the company to get your Master Ball!
Team Rocket will disappear from the entire city once you have defeated him, so if you want more exp. you should battle everyone in the building before beating the boss.
