He's kind of hard to get, but when you do get him, he sits on the ground and starts whinng. Talk to him and after a long and boring conversation about the Fire Temple and Volvagia, he'll tell you how to get into the Fire Temple and will give you the Goron Tunic. Another way is to get the largest wallet and buy it from the general store, but I don't think that's possible at that point in the game unless you use a cheat.
