first go talk to lombre in town square then you go to whishcash and he will give you dive then you will gain access to some sea place i don't remember where but at the 40th floor you will see kyogre i have no idea how many times you have to battle him to get him on your team but i did it 4 times and he hasn't told me he wanted to go on my team
