When you have 3 badges, you go north of Mauville and go left to the fiery path. Don't enter the path though. Go up the cable car to the top of Mt. Chimney. Beat Team Aqua there and then go down the Jagged Pass. At the bottom of the jagged pass is Lavaridge town.
