Depends what the operating system is. Normally, once you have just logged on, the longer it takes to get to the desk top after log on, the better. press ctrl-shift-esc to bring up the task manager then click new task. You must be quick! Then type in the new task box: control panel
It will take a while to load up though, but you cant access user accounts without the admin password. however you can change the mouse cursor.
