To get to route 221, you go to Sandgem Town. Go down to the sand(this requires surf)and
surf. You have to battle a few trainers, but they are easy to beat. (This works best if you have a repel of some sort.)It is kind of neat, because there are routes on the water. First you pass through route 220, and then you enter route 221. Once you surf for a while, you end up on land. There is a house on the land, and if you go into the house, a man tells you the lucky number for the day, and if you have a Pok'emon that's level matches the lucky number, you win a prize. Later on in your journey you unlock a new place called Pal Park which is also located on the stretch of land across route 221.
