In the PC game, Sims and their Pets are created in Create A Family, which is an icon on the Neighborhood screen. You can make a family with just pets in it and add them to an existing family that has already been moved into a house.
Alternatively, you can fine tune the appearance of human Sims in BodyShop and save them, then add them to your new family with the button that looks like 6 Sims together, which is next to the Random or Dice button.
