If you are going to play campaign, you select local play from the little side bar that shows you what level you are on, ect... this will mean you are not playing with any one on xbox live; if you are look at my other answer below.
But if you have an xbox live gold membership, you will have to sign in someone as a guest or sign someone in on another xbox live gold membership account this method will work on forge (online), matchmaking, campain (online) and theater (online).
You're asking two different problems.
Split screen: You need two controllers + 2 Gamer tags to sign in ( If Multi-player online :Sign the second person in as "Guest".)
If you're trying to plug one Xbox into two Tvs, its possible with a splitter. However, you'll just have 2 TVs with a split screen. Not one player for each screen.
Turn the Xbox on it's side or change it in the opitions.
You can do multiplayer by:
>GO TO CUSTOM GAMES
>HAVE THE PLAYERS JOIN IN(PRESS A)
>CHANGE YOUR SETTINGS
>JOIN

Halo Wars Is multiplayer Online Yes. You cannot go split screen though.. This would ruin the point of surprise , hence why bungie left it out of the game.

Yes of course, Split screen was one of the famous Features in Halo:CE, especially since when it came out on XBOX back in 2001.
