You can't get there from the pokemon league. You have to travel to Snowpoint City and talk to the sailor by the boat and he'll offer to take you to the Fight Area. However once in the fight area, you can only travel to Stark Mountain Once you have your national pokedex (see all pokemon in Sinnoh and then talk to Professor Rowan who will be replaced by Oak).
