Walk idiot haha jk u have to go east of Megaton pass the super duper mart, go north on the west side of the river, swim across (1 rad/sec) enter you pip-boy 3000, go to data, set your marker to GNR(galaxy news radio) there are 2 subways you have to go through, both with Feral Ghouls and Super Mutant Brutes, go through both, after the 2 one, there will be fighting, go east and there are some people with laser weapons, go with them and they will take you to GNR.
Unless you have discovered it already you have to go through them.

it is in the middle of the DC ruins, if you go to GNR and take the back way, then go through the metro eventually you will get to the mall and you will see it from there :D
The only reason you would be locked out, is if there are Super Mutants roaming around; usually this only happens when you first go to GNR and meet up with Sarah Lyons and the Lyons Pride from the Brotherhood of steel. Steel Be With You!
you first meet them on your way to the GNR station, after that you can find them at the citadel

I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
The Adytum, part of the Boneyard, is in Fallout 1, not Fallout 3. It is located in what used to be California, while Fallout 3 is based around the remains of Washington D.C.
