You can't in HG/SS. Only Johto and Kanto are accessible for travel. However there are many Pokemon from the Hoenn and Sinnoh regions within the HG/SS worlds normally and by playing their song on your pokedex's radio on certain days. This and several legendary Pokemon from those regions become available after completing special end game side quests.
