The area around the Sand Sanctuary has several of the head statues you've been seeing around sanctuaries over the course of the game. Take note of where they're facing, and where their lines of sight intersect. Then head to the Sand Sanctuary, where you should notice that the ground is a miniature map of the desert area. Bomb the corresponding spot on the model, where the statues' gazes met, to reveal the entrance to the Sand Sanctuary.
