I can't answer the first part of your question regarding how to remove the back spark plugs. However, I can say that if your mileage is getting worse, it has nothing to do with the fuel filter - don't spend money to replace it if it isn't clogged up. Replace spark plugs and air filter, inspect distributor cap/rotor, inspect spark plug wires (both end connections) and replace whatever is necessary.
hello, I tried to replace my fuel filter today on a 2005 town & country I just purchased. I like to change out most maintenance items ASAP when I buy a used vehicle because that way you KNOW that its really been done and when.... anyways, I jacked it up and looked all over under van where they are "usually" located on most every other car Ive owned. plus after seeing that the purolator replacement filter I bought was strange I looked in all the unlikely places also. I finally called the dealer after 2 hours of searching and got an honest answer.... they said that the filter for that van is (INSIDE THE TANK.... YOU HAVE TO DROP THE TANK TO GET TO IT) they also said that they NEVER drop the tank and change the filter unless they have to drop the tank for another reason, like replacing the fuel pump or something of that nature. so I have opted to decide it is worth waiting for the fuel pump to go out from a cloged filter and then replace both at that time....and probably pay someone to do that job.... I did drop the front of the tank when searching for the filter but could not access anything unless both ends were dropped. that's when I decided to call the dealer.
hope this helps.....
