First you must get the card key which is on floor 5 or 6 then go to floor 3 then open the gate sorta to the left there is a rocket near it and there is a teleporter go to it and you will arrive on floor 7 but in a secret room with your rival in it you must defeat him then talk to the man nearby and he will give you a lapras then go to the teleporter closeby then you will arrive on floor 11 now defeat the rocket and defeat Giovanni and there you go and also after beating Giovanni speak with the president and he will award you the master ball.
