If you can't get into the gym, You have to beat Giovanni in silph co. tower the manager gives you the only master ball in the game and go to the gym and you can get inside!!! If your inside the gym and can't get to her, step on the warp panel and now go to the north west panel, then the southwest then straight down and your in to her room!!!
