first you have to get your picture taken by the one dude. Then you take the portrait to the "Marshall" place and you press USE. Then a person will say well now since your the new "Marshall" take the pea shooter . So you go take the shooter and go to Oops Cactus and you go to the mine. (In order to get to the mine you have to go up a rope like on your balloon). So you go up the rope and go to the left and up by the top there's a canary and you click on it and the key will fall off of it and you walk past it and it will be added to your inventory. And that's how you get to the mine!!
