Copycat makes 9 copies of herself, and there are apparently 5 of her on each floor of the bank. You have to catch all of them. The copies disappear when you hit them, and you can only handcuff the last one, the real Copycat. The one that is easily overlooked is on the light directly above the bank vault door. Get that one and the others downstairs, then go up the elevator to the second floor. You can save time if you press the "up" button when you first enter the bank, or before you catch the one on the light next to the elevator.

The last one you find is always the real one. Usually this will be the one at the far left on the second floor of the bank. There are 9 duplicates and the real one: 5 are downstairs and 5 are upstairs. The problem most players encounter is that they overlook the copy that is on top of the light by the bank vault door. Jump up and catch that one, the others on the first floor including the one atop the light near the elevator. Then catch the others upstairs, the last one of which is the real Copycat. *To save valuable time in the smoke, call the elevator down when you first enter the bank, or before you jump to get the copy on the light near the elevator.
