Well assuming that 360 and PSP aren't too different you have to complete a level in story mode (to unlock a cutscene) and the just waltz right on up the stairs and through the door and settle down and watch yourself a 20 second movie cutscene

Then when you have done what Uncle Vernon says, you arrive in the leaky cauldron. You go up stairs (in the top right hand corner and you have to be on free play). The green hidden object glow will appear and you do the spell there and a box will open it.
