You have to rescue the three spies in a certain order, and she is number three. The first spy you rescue (by the docks) gives you the Laser Pen you need to rescue the second spy, on Toupee Terrace. The second spy gives you the Grappling Bowtie, which lets you swing up to places too high to jump. The building with the third spy is difficult to reach, but you start at the rooftops above the Grease Monkey garage.
