To get wailord in sapphire, get a wailmer to lvl 40. the best place to catch wailmer is using the super rod off the coast of mossdeep. they range from lvl 27-40. You can also catch wild wailord by Surfing on the water between Pacifidlog and Slateport (even harder to get than pelipper! really rare!) . hope this helps ! :)
