I found out that Waluigi IS in sm64ds and I know how. First you need to get every star (150). Then you have one chance to beat koopa the quick in under 30 seconds if you fail you have to erase that file deal with it. It's Waluigi the rare character. I'd prefer you to use the moon jump cheat. Next step, I don't know where his switch is find out yourself but thats this step. After you somehow find waluigis switch (I also don't know this if this is real or fake but bare with me). Go to the mirror room you know that secret room with the star go back in you will see a portal to a rabbit king (once again I don't know if this is real or fake) beat him to get waluigis key.
