After you’re done battling Giratina, Dialga, or Palkia (depending on which game you have, but they’re the first legendary you will battle), the man who was initially blocking you out of Sunnyshore will move aside and you can go through. Once in Sunnyshore, you cannot enter the gym straight away because Flint is blocking the door (this city doesn’t like newcomers apparently). Go to the lighthouse on the southeast side of Sunnyshore and go to the top, then talk to Volkner. He’ll return to his gym, already bored of you, and you can enter. Beat him to get your 8th gym badge, then go to the beach north of Sunnyshore and a girl named Jasmine will give you HM Waterfall. Then just go through Victory Road and challenge the League.
