Put his food on the bottom step for three days, (if he won't eat it then take it away and do the same the next day by now he will be hungry enough (It is good practise to starve a dog one day a week anyway)), then on the second step for three days then on the next step for two days, by now he should be going up the stairs quite willingly, or take him to a friendly place where they have stair's and get him to go up some other persons stair's. Depending on the bread if it's a Basset Hound I would not commend him using stair's at all. The best and quickest is to employ someone like me, who will get him to do it in 30 seconds. But its not me that he needs to take notice of its YOU. Before you do I would reconsider whether or not it is really what you want, if you not sure then don't change his habit's.
