I think this very much depends on why he is with the new girlfriend and did you break up because of her?
You got together in the first place because you saw something in each other you liked, I think the key is to identify this and try to reproduce the behaviour you displayed at that time. If you don't know try to find the reason your relationship failed.
Calling him or chasing him without a plan is a waste of time, you need to show him you are still the person he loved. Be sympathetic to his situation and listen to what he has to say.
