Why would he breakup with you after saying I love you? Why would you want him back. How confusing is he? If he still has true feelings for you it should not be hard to go and speak with him to let him know that you want to continue the relationship. Make some new ground rules so that the two of you dont repeat the actions that made you break up in the first place.
