The best thing you could do is put the eyeliner on the inside of your eye right where your eyelashes are based, or use a liquid eyeliner right along the base of your eyelashes.

I would reccoment using LashStilleto's mascara, it works very well and makes your eyelashes look long and dark. If you have straight eyelashes try using an eyelash curler also.
Foundation: I would recommend a very non oily liquid foundation or a compact powder of your shade. Use a liquid touch up foundtation for dark or red spots. If you use blush, use a very light colored blush that works best with your skin color and possibly top it all off with a nice shiny tinted lipgloss.

You could use a Q tip (cotton bud) and gently dip it in makeup remover and then pull the area under your eye and as if you're applying eyeliner, use the same 'movements' to get rid of the eyeliner with the cotton bud. sorry, I hope this makes sense to you
