Once you have collected the 5 map pieces from the 5 islands, click on the map card in your item bag to reveal the new island, and it will physically appear just to the right and below the Pirate Outpost. But there is nothing there right away.
You have to get the largest ship (Phoenix Warbird) and all of the trained crewmen, so that you can defeat Captain Crawfish in battle. This will occur somewhere between the Pirate Outpost and the new Skullduggery island. Once you beat him, go back to the Governor and he will give you the directions to the buried treasure.
