Collect the five map pieces (one on each of the trading islands) and join them to see the sixth island, Skullduggery. Once it appears on the map, you can actually go there, but nothing happens there until the end of the game.

The 5 pieces of the treasure map reveal another small island (Skullduggery) where a secret treasure is buried. Once you get rid of Captain Crawfish, it will be safe for the villagers to recover it, and the Governor will send you to dig it up.
Nothing until the very end of the game. Once you have all five pieces of the map, put them together to reveal the 6th island ("little Skullduggery"). You can go there but there is nothing to do. After you chase off Captain Crawfish in battle, the Governor at Fort Ridley will give you the location card for the Buried Treasure, and a bone shovel to dig with. Sail to Skullduggery and dig up the treasure.
It is on the 6th outlying island (Skullduggery) which only appears when you have assembled the 5 pieces of the map. Once you have the map, and have defeated Captain Crawfish in battle, the Governor will give you the Treasure Location card and a bone shovel. Then you can dig up the treasure on the mysterious island.
Once you have all five, merge them together to reveal a 6th island (Skullduggery) at the bottom center of the map, near the Pirate Outpost. You cannot do anything there until you get the largest ship and can defeat Captain Crawfish. Once you defeat Captain Crawfish in battle, take the map to the Governor and he will give you the Buried Treasure location and the Bone Shovel. Now you can dig up the treasure on Skullduggery.
There is no way to, and no reason to, give the map to him. When you have all five sections, put them together to reveal the 6th island, Skullduggery, located near the Pirate Outpost. Not only does it appear on the map, but you can now actually sail to it. Once you chase Captain Crawfish away (in battle, with a big ship), the Governor will give you a bone shovel and the location of the Buried Treasure on Skullduggery. Go there and dig it up.
After you defeat Captain Crawfish. Assemble the map from the five pieces to reveal the hidden island (Skullduggery). Then continue trading until you have the largest ship, the Shipwright, and the Cannoneer. That will let you defeat Captain Crawfish. Once you have beaten him, go back to see the governor at Fort Ridley to get the directions to the buried treasure.
Take it to the Governor's house to the right of the farm. The governor has a parchment that has partly faded. Use the blue candle to reveal the hidden part of the text.
Once you have the map, continue to earn doubloons and buy larger ships until you can afford the largest one (Phoenix Warbird) and hire the skilled crewmen, especially the Shipwright (Dragon Cove) and Cannoneer (Pirate Outpost). The 5 pieces merge together to reveal a 6th island (Skullduggery) at the bottom center of the map. Once you defeat Captain Crawfish in battle, take the map to the Governor and he will give you the Buried Treasure location and the Bone Shovel. Now you can dig up the treasure on Skullduggery.

Once you have collected the 5 map pieces from the 5 islands, click on the map card in your item bag to reveal the new island, and it will physically appear just to the right and below the Pirate Outpost. But there is nothing there right away. You have to get the largest ship (Phoenix Warbird) and all of the trained crewmen, so that you can defeat Captain Crawfish in battle. This will occur somewhere between the Pirate Outpost and the new Skullduggery island. Once you beat him, go back to the Governor and he will give you the directions to the buried treasure.
Once you have the five pieces of the Treasure map, you can put them together to reveal the small, hidden island of Skullduggery, just below and to the right of the Pirate Outpost. You can visit there, but there is initially nothing to see or do. Once you earn enough doubloons (from sinking sea monsters, sinking ships, or trading), you can buy the Phoenix Warbird and defeat Captain Crawfish. When you do, return to the Governor to get the map and shovel you need to dig up the treasure hidden on the secret island.
