Well, you can't. If you get text chat, you can get more words open to you to talk to others with 13+ appropriate language. If you are 18 and older, the next time you buy a subscription you can turn on open chat (will go away once subscription expires) to type things 18+ appropriate. But still, things will be filtered but more wording will be available to you.
Why did the people that made wizard101 make a limit of words you can text chat?
They want to make sure that the game is appropriate for all ages. They allow you to get open chat if you're an older player, it's made for people 18+ and up, but unfortunately a lot of younger users get it and swear. That's one of the reasons why they limited it.
