The answer is simple....
Download Modio from the internet. Then download Le Fluffe from the internet. After you have done this, start up Modio and search for a Halo: Reach mod that requires Le Fluffe. Download this, put it into Le Fluffe, this will put it into correct form. Grab a flash drive/ flash key, put the mod onto that. Stick it in your Xbox, start up Halo: Reach, you just unlocked everything in the game.
