You can hack Runescape, but with the minimal knowledge most adolescent people who wish to, most will certainly fail to do so. It only edits the values (Numbers) on your computer. The reason you can't edit it and keep it that way with Cheat Engine is because Runescape is server-side. this means the servers at Jagex have all the data. therefore, you cannot hack with simple tools as Cheat Engine.
I.E, If you had 20 Gold, Cheat Engine would be able to make it what ever amount of money you want. The problem is that it's just on your computer, not in the server. When you trade or drop, it will revert to normal. The process of changing money using cheat engine is called hex editing. Please refer to http://en.wikipedia.org/wiki/Hex_editor For details. Cheat engine automates the process of editing hex, making it easier.
People commonly use this for scamming. In conclusion, You can't.
