There is no law in Georgia that specifies an age for babysitting. The child has to be safe, feel safe and know how to handle and emergency situation. Most would think that a 12 year old could handle a four year old for a couple hour during the day.
I wouldn't recommend it because a 10 year old is not quite mature and ready to handle a child. And it is very unsafe.
