You probably mean an Iggybuff since Wigglytuff can't be hatched from eggs so you just need to breed one or two Jigglypuff/Wigglytuff together of the opposite gender.
Alternatively, you can breed a female Jigglypuff/Wigglytuff with any male Pokémon from the Fairy egg group or with a Ditto (male allowed).

Wigglytuff and the Wigglytuff Guild is a "home-like" area for Pokemon who want to explore dungeons and help save Pokemon. Throughout the game, you will be working with the guild as an apprentice. However, at one time, you're going to have to battle the whole guild to graduate. To beat the guild, use moves that affect other Pokemon. Such as Sleep Powder (Sunflora can use Grasswhistle, which puts a Pokemon asleep), Poison Powder, Will-O-Wisp, Smokescreen, etc.. Hopefully you or your partner is a special type (Like grass, fire, water, etc.) that can use good moves (Such as Dig, Thunderbolt, etc.). Remember, if a move is the same type as the Pokemon, it will generally be stronger. Also, throwing seeds and orbs at stronger Pokemon (Such as Wigglytuff, Dugtrio and Loudred) to keep them off of your back while you battle the weaker Pokemon. *Remember to bring a lot of Revival Seeds. Also carry Oran Berries, paralyze seeds, sleep seeds, X-eye seeds, etc..

sometimes this will actually work, sometimes not. it depend on your luck, as emerald is a primitive game compared to today. i recommend you to try it! it didnt work for me. lol X(
