Take it to one of the scientists in Rustboro City at the Devon Corporation. The scientist is on the second floor in the lower right-hand corner. Just talk to him, and he will "borrow" your fossil. After this, continue your adventure for a while, and when you return, you will receive either Anorith for the Claw Fossil, or Lileep for the Root Fossil.
You have to take the fossil to the museum in pewter city

you will have to resurrect it in the laboratory in cinnabar island.
go to oreburgh city and there will b a building behind he Pokemon center. go there and talk to the dude at the desk. give him the fossil, then leave. go back in there with an empty slot in your party and you can get the Pokemon!
Fossil dinosaurs nests have been found with dinosaurs sitting on their nests like birds do. This is not surprising as our modern day birds are descended from raptor dinosaurs.
