Here's how you have two people play FF9: Open up the menu and go to config find battle control you should be able to change it to custom if you do that a menu will appear showing all your current characters alongside 2 controllers if you look at each controller on default there all set on 1st player if you press Right you can switch the controller to 2nd player now if you go into a battle when the ATB reaches the top the player who is assigned the character who's ATB reached the top first will go first the other player cannot interfere at all with the other player. Once that player is done the next player gets to go and it will keep going until the battle is over to check which player is going look on the top right of the battle screen you should see a controller with a #1 or #2 on it that's the player that will go next.
