Try going to a Police Radio 10 Codes website.
Well you have to buy a desktop police scanner at radio shack or online, then put the walkie talkie on vox mode next to the speaker of the scanner. If you want to listen to police scanners for free, download free online scanner from this link witch you can copy paste, http://www.wlfd.com/staticpages/index.php/scanner_guide F.Y.I. This program is free therefore you can't control the scanner, but you can find one close to your area. Hope this helps!
Most scanners built currently will tune in most walkietalkies.
Normally, you would have to go through iTunes on a computer and download the podcast from there.
Go on start and then go to all programs and press Youcam if you have a camera on the tip of your computer. Or just download on the download button. DO YOU HEAR ME CUPID! KIdding! Now do this. - Adamsworth

If you mean: how reliable is the information you hear on a police scanner, then fairly so, though it's possible the people are relaying untruthful information given to them by an unreliable third party or reporting their (possibly mistaken) impressions and observations of the moment. It's also just barely possible that someone might actually intentionally lie ("He shot first."). If you mean: if a police scanner says the frequency is umpty-ump point whatever megahertz, how likely is it to actually be that: pretty darn dependable, unless you've got some sort of cheap crummy scanner.
Signals are sent from a police officer's radio to a "Repeater" located on a building somewhere. That repeater will have a signal code. for example... 159.900 is a signal frequency code. When your scanner is set on that code, or any other code, it will receive the transmissions from that code where ever you are that the signal will reach.
No, a computer can not hear people as it's not a living thing (some living things can not hear). However, if you attach a set of head-phones to your computer than it can hear you.
No.Answer #2As far as fixed wing airplanes it is possible to hear the communications from either the aircraft or the control tower or both depending on the distance from them to you. Other types of aircraft such as helicopters can be listened to as well if they have an open system and can be made easier to hear if they are using a repeater.
Paramedics and EMT can treat the victim as long as there is no worries of the suspect still being on scene. Most of the time when you hear a call either on the scanner or standing by is because the suspect is still in the area. All first responders except for the police carry guns.
