Well if you're using the latest version of internet Explorer, then you can press CTRL-SHIFT-P to open 'InPrivate Browsing' where it doesn't save your browsing history or cookies, or you can delete your browsing history after doing your dirty work through 'Tools'. I'm not sure on other browsers.

If a person has the developer tools installed for Internet Explorer and they would like to hide the developer bar, they would just click on IE which would immediately hide the tools. A person would have to install the developer tools in order for the developer bar to show up in Internet Explorer.

Depending on what you plan on doing there is. Hiding your IP via a VPN can prevent the site you are connecting to from viewing it and tracing it back to you. However hiding your IP might slow down your internet connection.
