The hamachi part yes as long as the hamachi is active for that server the server itself cant run though as the server is local to the computer.
No. You have to use Bukkit. And there is no such thing as a hamachi server, it just means you connect to their network using Hamachi

Definitely not! Even though I haven't played minecraft, I'm pretty this method would work for every game out there. Download a VPN Client such as LogMeIn Hamachi (https://secure.logmein.com/products/hamachi/download.aspx)and install it. Both ends, the hoster and the connecter need hamachi. Now create a group and add your friend to it. Once that is done, right click on his/her name and hit "Copy Address". This IP can be used to connect to his/her server without port forwarding.
