Not without hardware changes really. Webcam speakers are cheaply built and small so the sound quality is usually horrid, plus the power to them is minimal. Using external speakers is about the best solution, and then you can run the sound thru the sound card (or chip) in the computer. I don't know if some webcam's come with an external speaker jack, I'm sure more expensive ones probably do, but you should be able to run the sound thru external speakers, most preferably a set with a powered sub-woofer if you want decent sound.
Any webcam with decent sound pickup is preferred, so an example would be the Logitech Webcam C500.
Usually there is a small hole, about the size of a large sewing needle. This is where the computer(or Webcam) picks up your sound through a microphone.

The volume comes from the microphone not the webcam. Unless the webcam has a built in microphone. But even then it's still registered as a microphone and all the volume settings and controls will be in your sound and volume options with the other recording and playback audio controls
They have changed the camera recently. Sound will be coming back but, no firm date has been set for this.
To be honest,a long-distance relationship never really works. But if you want to try to improve it,maybe you can try webcam dates,emails,or daily visits.

In the System Preferences select Sound and then click Input tab. Select your webcam in the list and adjust the Input volume slider. If your webcam is not listed it is probably using the Built in Internal microphone so select that from the list and adjust the volume as required.
If the sound bar is moving (using a video chat program like aim, it will have two sound bars - one for sound and one for a microphone), then you might need to plug in additional speakers/headphones to your computer's headphone jack. I am not sure how to change the settings so that the webcam's own speakers can be used, but I'm sure it's possible.
