Well, if you're talking about governed speed, you go to a service center with the software for the engine you have (Navistar, Caterpillar, Cummins, Detroit Diesel, etc.) and have them change the settings. If it's not your truck to do this with, 1: you have no business doing it, and 2: the ECM will be password protected, and you won't be able to change the settings.
