first measure the brake rotor then inspect the rotor surface inspect the brake pad surface if either is rough or irregular then replace the rotor you will have better brake performance and brake pad -rotor life thank you
Pads are worn out, and your Mater Cylinder is possibly bad. Inspect the brake pads and replace as necessary. Inspect the rotor for damage and have it turned or replace it. If after replacing the pads/rotors, if the brake pedal slowly goes down when applying the brakes, replace the master cylinder.

They Seldom Go Bad. Inspect For Leakage And Sticking. If Yours Stuck Replace It, And The Brake Hose Also. One Reason We Have Trouble With Calipers Is Not The Caliper But The Brake Hose. The Hose Will Rot On The Inside Not Allowing The Brake Fluid To Flow Back Into The Master Cylinder There For Causing Calipers To Stick. If Yours Isn`t Leaking It Should Be OK. Be Sure To Inspect The Brake Hoses, If They Appear Bad Replace Them. GOOD LUCK

If you're talking about the brake drums, (which need to be removed to inspect or replace the brake shoes inside), they just slide off. First, remove the wheel. Next, wiggle and pull the brake drum (the dinner-plate sized cast-iron bowl-shaped cover) with both hands until it slides off the lugnut studs. Now you can inspect the brake parts.
